In 1986, the first attempt was made to place the "Sonderhefte" on the "Index" (list of media harmful to young persons) by the German Federal Review Board for Media Harmful to Young Persons, but it was rejected. Following renewed applications in 1992, the board commissioned an expert opinion from Professor Dr. Horst Scarbath (Faculty of Educational Science at the University of Hamburg). He concluded that despite the accentuated depiction of genital areas, the magazines did not constitute child pornography and simply represented the practice of FKK.
